How to Obtain an Import Registration Certificate (IRC) in Bangladesh: A Step-by-Step Guide

If you’re planning to import goods into Bangladesh, securing an Import Registration Certificate (IRC) is a legal prerequisite. This certificate, issued by the Office of the Chief Controller of Imports and Exports (CCI&E) under the Ministry of Commerce, authorizes businesses to import permissible items without quantity or value restrictions, as per the Import Policy Order.

What is an Import Registration Certificate (IRC)?

An IRC is a mandatory document for any business entity in Bangladesh intending to import goods. It ensures that the importing entity complies with national trade regulations and policies. Without this certificate, importing goods for commercial purposes is not legally permissible.

Who Needs an IRC?

Any business entity—be it a sole proprietorship, partnership, or limited company—that plans to import goods into Bangladesh must obtain an IRC. This requirement applies to both commercial importers and private industrial consumers.

Step-by-Step Process to Obtain an IRC

1. Collect the IRC Application Form

Visit the CCI&E office located at the National Sports Council Building (NSC Tower), 16th Floor, 62/3, Purana Paltan, Dhaka-1000, and collect the IRC application form free of cost from the 3rd floor.

2. Deposit the Required Fees

Pay the registration fee and the cost of the passbook at Bangladesh Bank or designated branches of Sonali Bank. Ensure to collect three copies of the Treasury Challan as proof of payment.

3. Prepare Necessary Documents

Gather the following documents:

  • Passport-sized photograph of the entrepreneur/managing partner/managing director, attested by a First Class gazette officer.
  • Valid Trade License, attested by a First Class gazette officer.
  • Membership Certificate from a local Chamber of Commerce and Industry or relevant Trade Association.
  • Financial Solvency Certificate from a bank.
  • Citizenship Certificate, attested by the Ward Commissioner or Union Parishad Chairman.
  • Original Treasury Challan.
  • Tax Identification Number (TIN) Certificate, attested by a First Class gazette officer.
  • For partnerships: Partnership Deed, attested by a First Class gazette officer.
  • For limited companies: Certificate of Incorporation, Memorandum and Articles of Association, attested by a First Class gazette officer.

4. Submit the Application

Submit the completed application form along with all required documents and the Treasury Challan at the receipt dispatch section on the 3rd floor of the CCI&E office.

5. Receive the IRC and Passbook

After processing, the CCI&E will issue the IRC and the passbook, which you can collect from their office.

Renewal of IRC

The IRC must be renewed annually. The renewal period is from July 1st to September 30th each year.

Documents Required for Renewal:

  • Original IRC and Passbook
  • Treasury Challan indicating payment of the annual renewal fee
  • Renewal application form

Renewal can be processed either at the CCI&E office or through nominated banks.

Additional Tips

  • Ensure all documents are correctly attested to avoid delays.
  • Keep copies of all submitted documents for your records.
  • Stay informed about any changes in import policies by regularly checking updates from the relevant authorities.

Conclusion

Obtaining an Import Registration Certificate is a crucial step for businesses aiming to engage in import activities in Bangladesh. By following the outlined steps and ensuring all documentation is in order, businesses can secure the necessary authorization to import goods legally and efficiently.
